Importance of Small Business and Family Entrepreneurs in the Neighborhood

Abstract--- The article describes the role of family business in the modernization of the economy and its 
importance. In particular, the essence of family business, its features are described. Elements of the mechanism of 
state support of small business and private entrepreneurship are also highlighted, as well as directions for its further 
development in the context of our country. In particular, the analysis of the process of reducing government 
interference in the activities of entities, the interaction of entrepreneurs with banks, reducing the tax burden and 
financing innovative projects. At the same time, the issues of small business and family entrepreneurship 
development in the mahallas were covered. The measures to be taken are outlined in the proposals and 
recommendations.

I. 
Introduction 
From the first years of independence, our country began to pay more attention to property relations. As a result, 
the scope of influence on the growth of private property and economic development began to expand. The basis of 
any private business, including family business, is ownership. We know that the property will be used effectively 
only if it is private, that is, if it finds its owner. The economic system of any society begins with ownership. The 
riches created by the labor of generations and gifted by nature have always been property. There can be no economy 
without property relations. The resources of production act as any property. The created products are also mastered 
within a certain property.[1] 
Property relations are recorded in legal documents and laws. Without it, ownership does not apply. Property 
relations and connections are governed by law. The Constitution of the Republic of Uzbekistan states that "the basis 
of the economy of Uzbekistan, aimed at the development of market relations, is various forms of property, 
guarantees equal rights and equal legal protection of all forms of property." The Law of the Republic of Uzbekistan 
on Property guarantees the right of citizens to own property, equality of all forms of property, state inviolability of 
property, and prohibition of obstruction of property development. Under this law, the owner is entitled to use his 
property in all permitted areas.[13] 
The "mahalla" system of work, introduced by the President, is proving to be the most optimal way for all areas 
of integrated socio-economic development of the regions, employment and entrepreneurship, solving existing 
problems in the mahalla. 
In order to bring this system to a new level, in December, the President issued 1 Decree and 2 Resolutions on the 
introduction of the position of "Assistant Governor" in the mahallas.[14] 
Decree PF-29 of December 3, 2021 "On the priorities of state policy for the development of entrepreneurship in 
the neighborhood, employment and poverty reduction", "Development of entrepreneurship in the neighborhood, the 
population Resolution No. PQ-31 "On measures to organize the activities of assistant governors to ensure 
employment and reduce poverty" and the Decree of December 24, 2021 "On measures to organize the activities of 
assistant governors" Resolution No. PP-62 "On measures to organize the activities of the Agency for Neighborhood 
Development and Entrepreneurship Development."

In order to set up this system properly, a Republican Commission was set up, with working groups of 3 people 
(42 people) in each region, and at least one Republican representative (299 people) attached to the districts (cities). 
The Mahallabay Agency for Work and Entrepreneurship Development, its regional offices, and Mahallabay 
work centers in districts and cities are also being set up to vertically coordinate and monitor the work of assistant 
governors. 
In order to ensure the implementation of the Resolution of the President of the Republic of Uzbekistan dated 
December 3, 2021 No PP-31 "On measures to organize the activities of assistant governors on the development of 
entrepreneurship, employment and poverty reduction in the neighborhood" The decision was made to 
Decree of the President of the Republic of Uzbekistan No. PF-29 dated 03.12.2021 "On priorities of state policy 
for the development of entrepreneurship, employment and poverty reduction in the neighborhood." According to the 
Decree, financial assistance to the population in the implementation of entrepreneurial initiatives, further 
improvement of mechanisms to ensure their lucrative employment, poverty reduction through a new level of local 
employment, public services and targeted financial support instruments in the republic, regions, districts and cities. 
In order to bring it directly to the level of mahallas, from January 1, 2022 in each town, village, aul, as well as in 
each mahalla in cities, towns, villages and auls, the post of assistant district (city) governor on entrepreneurship
employment and poverty reduction was established. Assistant governors, together with sector leaders on socio-
economic development of the regions, determine the directions of socio-economic development of each mahalla, 
determine the real social situation in each mahalla on the basis of a household list and develop a monthly action 
plan. Based on the “growth point” of each mahalla, it will assist in the implementation of new projects proposed by 
leading entrepreneurs and assistant governors, developing the types of services needed in the mahallas for the daily 
needs of the population. Organizes vocational training and employment of the population, primarily unemployed 
youth and women. In cooperation with district (city) khokims and the district council of farmers, dehkan farms and 
landowners, the district (city) together with the governors ensures the distribution of funds allocated to the territory 
by mahallas.
