MUCHEA SCHEME AMENDMENT 
Executive Summary 
Emerge Associates were engaged by Westbridge Property Group Pty Ltd (Westbridge) to provide 
environmental consultancy services to support a request to initiate a town planning scheme 
amendment for part of Lot M1313 Great Northern Highway, Muchea to the “Industrial Development” 
zone under the Shire of Chittering Town Planning Scheme No. 6. 
This report provides a synthesis of information from a range of sources regarding the environmental 
features, attributes and values of the site. This includes existing information, plus site specific 
assessments and reporting that have been undertaken over the site including: 
x
Flora and Vegetation Survey and Wetland Assessment (Emerge Associates 2013a) (Appendix 
A)
x
Fauna Assessment (Greg Harewood 2013) (Appendix B)
x
District Water Management Strategy (Emerge Associates 2013b). 
This report summarises the results of these investigations, outlines the environmental attributes and 
values within the site and provides an assessment to support the proposed scheme amendment. 
Overall, the key environmental attributes and values present within or relevant to the site can be 
summarised as follows: 
x
The site is currently used for livestock grazing and some minor extractive activities. 
x
Two Resource Enhancement Wetlands (REW) are mapped within the site.  
x
Two waterways are mapped within the site. 
x
One Priority Ecological Community (PEC) was inferred to occur within the site (Priority 3 Floristic 
Community Type (FCT) 21c – Low–lying Banksia attenuata woodlands or shrublands). 
x
The majority of the remnant vegetation within the site (based on the Keighery scale (1994)) is in a 
“Completely Degraded” condition and retains little of its original ecological values.  
x
An area of “Good” condition banksia woodland is located in the east of the site.  
x
There is evidence of historic foraging by black cockatoos within the site. This evidence indicates 
both Carnaby’s black cockatoos and forest red-tailed black cockatoos have been present within 
the site. 
x
A local ecological linkage exists through the site as identified in the Shire of Chittering Local 
Biodiversity Strategy (2010).  
x
One registered Aboriginal heritage sites have been identified over the site and the wider local 
area. 
The majority of the remaining environmental values over the site are associated with an area of 
wetland and remnant vegetation located centrally within the site. This area only occupies a small 
portion of the site and can be accommodated into local open space as shown by the concept plan 
developed by CLE town planning and design that accompanies the proposed scheme amendment. 
Following the rezoning approval, a formal structure plan will be produced in accordance with proposed 
scheme text associated with the scheme amendment. Scheme provisions associated with the scheme 
amendment also propose an environmental management framework, which sets out the 
environmental management and reporting requirements that are required to support the planning and 
development process.   
As part of the local structure planning process, the scheme provisions require additional environmental 
investigations, assessments and reporting to be undertaken including:

A Land Capability Assessment should onsite effluent disposal be required

A Strategic Noise Assessment and Management Strategy. 
Furthermore the following actions will be undertaken in the future planning process (including 
subdivision and development) to mitigate and manage any environmental impacts on the site: 
x
Preparation of an Urban Water Management Plan (UWMP) to manage stormwater over the site.  
x
Preparation of a Flora, Vegetation, Wetland and Waterway Management Plan for areas of 
development adjacent to wetlands, waterways and areas of retained native vegetation. 
x
Preparation of an Acid Sulphate Soil Assessment if excessive dewatering is required.  
x
Heritage investigations and section 18 approval pursuant to the Aboriginal Heritage Act 1972 if
disturbance to registered Aboriginal sites is required. 
x
Preparation of a Bushfire Management Plan for areas within 100 m of an “extreme” or “moderate” 
bushfire hazard. 
Overall, the environmental attributes and values within the site can be accommodated and/or 
managed through the preparation of an appropriate local structure plan and environmental 
management framework proposed through the scheme provisions (associated with the scheme 
amendment). As such there are no significant environmental issues or constraints within the site to the 
extent that it would preclude the site from being rezoned to “Industrial Development”.

MUCHEA SCHEME AMENDMENT 
1 Introduction 
1.1 Background 
Westbridge Property Group Pty Ltd (Westbridge) has an interest in the future development of Part Lot 
M1313 Great Northern Highway Muchea (herein referred to as “the site”) for industrial development. 
The site is currently zoned “Agricultural Resource” under the Shire of Chittering Town Planning 
Scheme No. 6 (TPS No. 6). A request to initiate a scheme amendment for the site is proposed in order 
to rezone the land to “Industrial Development”.  
The site has been included within the Muchea Employment Node Structure Plan (MENSP) (WAPC 
2011a). This structure plan provides a 20 year land use planning framework the introduction of 
industrial uses including service-based and complementary uses such as transport, livestock, 
fabrication, and warehousing, wholesaling and general commercial use. The MENSP (2011a) outlines 
the strategic and statutory context for the structure plan and identifies the landuse and environmental 
factors to be considered during future planning processes.  
1.2 
Purpose of the report 
This report provides a synthesis of information regarding the environmental attributes and values of 
the site.  This information was obtained from a range of sources including local and regional reports, 
databases, mapping and site specific investigations undertaken by Emerge Assocaites.  Combined, 
this information has been used to inform and support the proposed scheme amendment and to 
develop the associated scheme provisions. 
The primary purpose of this report is to present the environmental information that was used to assess 
the potential environmental impacts that could arise from the change in the landuse of the site. It 
references the planning framework to outline the future environmental management requirements to 
be undertaken at future planning stages in order to avoid and acceptably manage likely environmental 
impacts.
